Scottish Enterprise (SE) has instructed the delivery of a ‘Low Carbon Built Environment (LCBE) Expert Service' to support individuals and organisations with products that will help Scotland deliver on its low and zero carbon agenda.  BRE Scotland was successful in bidding for the commission to deliver the LCBE Expert Service, and the project will run for three years starting August 2010 until September 2013.

To open the gate for housing industry professionals, government officers and academics to learn more about Japanese success on the mass delivery of their net zero‐energy cost housing, the‘Zero‐energy Mass Custom Home Mission to Japan' was organized and run from 23rd to 25th June 2010.  The mission reception was hosted by Sekisui Chemical Co. Report written ny Malcolm Horner, the Director of SCC who explains the process through which the SCC has identified the construction industry's needs, how it has responded to those needs, how its activities have been evaluated so far, and what needs to be done to quantify how the performance of the industry has improved as a result of our programmes. The report recognises that the Centre has limited resources and cannot be all things to all people. So the Centre has had to prioritise how its resources are expended, and has chosen to intervene only where it stood the greatest chance of influencing the performance of the industry. SCC - End of Phase 3 Report This document relates to the Phase 3 Plan, issued in August 2008 and gives details of how the aspirations of the Plan have been met until the end of January 2009. It also reports on important personnel and management changes during Ph3. It should be read in conjunction with the project operations document (POD), which defines the requirements on the contract with the client (Scottish Enterprise). The submission of this report, along with the draft Phase 4 Plan (submitted separately to the client), means that all the milestones identified in the POD for Phase 3 until the end of January 2009 have been met.

SCC Industry Consultation Report. Report on the consultation on the SCC draft strategy (Phase 3 Plan).  This report provides an overview of suggestions given by the attendees at the consultation meetings and received by email. The industry views are presented in relation to the four themes suggested in the Scottish Construction Industry Plan 2007-2012 (Positioning, Procurement, People, Planet). The SCC programme also addresses the topics suggested by the SCC's Industry Advisory Group (Sustainability; Holistic health, safety and welfare; Lean construction processes; Modern methods of construction; Skills training for middle management) as they are sub-sections of the main four themes.

International Construction Support Report (TERU) This study is intended to gather a significant evidence base that will help develop a construction industry intervention strategy for Scottish Enterprise and other stakeholders. The research should generate value for all key stakeholders (including Scottish Enterprise) in relation to the construction sector. This report presents details of 18 interventions that have been identified in a range of OECD countries and recommends which of these could potentially be transferred to Scotland.

Sullivan Report A Low Carbon Building Standards Strategy For Scotland. Report of a panel appointed by Scottish Ministers Chaired by Lynne Sullivan. The panel's report sets out demanding standards to progressively deliver carbon dioxide emission savings from buildings, with an ultimate aspiration of ‘total life' zero carbon buildings by 2030. It also recommends that future energy standards be signalled to industry, well in advance of their implementation date, which would offer a degree of certainty which can support effective business and investment planning.
