A common perception of the construction industry is one in which projects and services are often delivered unsafely, late, over budget and below quality.

Key Performance Indicators have a crucial role to play in improving the reputation of the construction industry by providing organisations with a simple but effective method for monitoring performance.

Traditionally, the construction industry has relied on reputation as its main marketing tool. While this, on its own, is undoubtedly important, if combined with hard evidence reputations can be greatly enhanced. pi's provide this hard evidence and allow those within the industry to compare how organisations are performing.

Clients and suppliers, using the SCC pi framework, can easily set-up a process for measuring key areas of performance such as Satisfaction, Cost, Time, Quality & Safety. The framework offers flexibility in the measurement detail to best suit your own organisations requirements and available resource.

SCC pi Framework



One of SCC's primary roles is to assist the Scottish Construction Industry to modernise and meet challenging productivity, profitability, client satisfaction and environmental targets.

Performance measurement represents a key component in meeting that challenge, and so SCC has undertaken a review, in consultation with a pi Steering Group and the Industry Advisory Group, of the Scottish Construction Industry pi's that were launched in November 2005.

The review focused ways in which more organisations of every size and at every level within the Scottish Construction market might be encouraged to adopt performance measurement. As result of the review a new Scottish Construction Industry pi Framework has been developed and SCC have put in place a range of support services to assist organisations wishing to adopt the Framework.

What to Measure

The SCC pi Framework offers a choice of measurement levels. Use the following steps to help you pick the measurement level that is best suited to your needs:

Step 1  Decide the frequency at which you wish to apply performance measurement

Step 2  Decide which level of detail you require,

Step 3  Decide which of the measures in your chosen set are most relevant to you

Free pi Software

SCC is providing a web based performance measurement software tool (BSL's eContrack Benchmark) to support the SCC pi Framework. Organisations using the Industry Performance Measures within the Framework will be able to use this tool free of charge to measure and report on their performance.

The software makes capturing and analysing your pi data very simple. All your data is secure and only you will be able to view it.

pi Support Services

pi Workshops

To support the pi framework, SCC are providing a series of workshops. Full details are available on the Events section of this website.

Workshops can be delivered to individual organisations or tailored to suit your specific requirements as appropriate.

Help Desk

SCC's help desk will respond to general enquires on performance measurement and provide direction to the support services available from the Centre.

Specific queries on the application and implementation of performance measurement will be referred to BSL.

Consultancy Support

SCC can also provide consultancy support to help individual organisations with any part of their performance measurement process.
