Theme 1: Safety Managership and Safety Leadership
The Corporate Manslaughter and Corporate Homicide Act 2007 will be reviewed along with the implications for senior managers of construction companies in terms of enforcement action and penalties. How organisations and their staff should behave to avoid charges under CMCH Act 07 will be considered. Safety managership and accredited safety management systems such as BS OHSAS 18001 will be discussed. Safety leadership is outlined and highlighted as different from safety managership. It is argued that this is what brings to life the legislation and is ultimately what distinguishes superior performing companies.
Theme 2: The Construction Design and Management Regulations 2007 - bringing them to life
An explanation of the CDM 2007 regulations will be given and an explanation of the important areas within the regulations: clients and client briefing, hazard ID and the principles of ERIC (eliminate, reduce, inform), BMU (buildability, maintainability, usability) and WLC (whole-life costs) for designers, CDM co-ordination and the client safety adviser, contractors and PPM (planning, managing, monitoring). Document output such as PIPs (pre-construction information packs) and construction phase plans will also be discussed.
Theme 3: Safe working at Height and the prevention of Falls
In the past decade falls have been a major immediate cause of around 50 per cent of fatal and major accidents in construction. The Work at Height Regulations 2005 introduced a range of good practices to make working at and accessing heights safer. The hierarchy of prevention and protection will be explained along with examples of technology advances in hardware. These innovations follow the principles of avoiding working at height, prevention of falls by protecting the worker within a platform with edge protection, mitigating falls with collective (passive) soft landing systems such as nets and mats, mitigating falls by individual (active) hard landing system such as harness based solutions. Access systems such as podiums, ladders and steps will also be discussed.
