The system for handling planning appeals in Scotland changed on 3 August 2009, as part of the Scottish Government's wide-ranging planning reforms, and this presentation will explore their impact.

Event overview
Many decisions on local developments are now challenged through the planning authority's local review body instead of Scottish Ministers.

However, for appeals that are made to Ministers, there have been some substantial changes to the processes and decision-making methods - significantly by front-loading the system and through the removal of parties' right to be heard, placing greater onus on Scottish Government reporters to manage the appeal process. This has meant not only procedural changes but also cultural change for everyone involved in appeals.

The Government's Directorate for Planning and Environmental Appeals has been working with the new system for several months now. This session will explore the Directorate's early experiences, performance and lessons learned as the new appeal system beds down.
